Introduction of Small Group Home

Foreword

Po Leung Kuk operates altogether twelve small group homes, namely Tai Hang Tung, Shek Kip Mei, Sheung Chun, Sun Chui, Heng On, Tai Wo, Fung Tak, Pak Tin, Yiu Tung, Yiu Fook, Tseung Kwan O,Choi Fai, Shui Chuen O(1), Shui Chuen O(2), Shui Chuen O(3),Shui Chuen O(4). Our first small group home, Kwai Shing Small Group Home, commenced its service in 1975 and was re-provisioned to Tai Hang Tung Estate in 1986.  The establishment of Tseung Kwan O and Sheung Chun Small Group Homes was a result of re-provisioning of Hing Wah and Sau Mau Ping Small Group Homes in February 1999. 

Objectives 

  • To provide out-of-home care for children aged from 4 to 18 who are in need of residential care owing to improper care arising from family problems.
  • To render home life and residential care for children under the care and attention of a married couple working as houseparents.
  • To help children develop a sense of responsibility and enhance their physical, psychological and social development through home-like living. .
  • To rebuild and maintain bondage with the children’s birth families, and formulate children’s future welfare plan.

Capacity 

8 children for each home and 3 homes compose a unit

Target Group 

  • Age limit for mixed mode: 4 to 12 for boys and 4 to 18 for girls.  Age limit for Home for boys/girls: 4 to 18 for both boys/girls.
  • Children without severe emotional disturbance, severe behavioural problem, physically or mentally handicapped.
  • One quota in Choi Fai Small Group Home for a child with mild grade mental handicap.

Service Content 

  • To adopt a family model in providing residential care to children in need.
  • Children to be arranged to integrate into schools within the locality of the home.
  • Staff to pay attention to children’s performance at school and supervise their study at home in order to help them deal with study problem.
  • Varied recreational programmes to be provided so as to educate children to make good use of their leisure time.
  • Social work services such as casework and group work to be conducted to enhance children’s personal growth.  Discharge plan to be worked out in accordance with individual welfare plan of the children, such as family reunion or independent living.
  • At least 3 meals a day with sufficient and varied food to ensure well-balanced diet.
  • To escort children to nearby government clinics, private practitioners or A & E units of government hospital for medical consultation when needed.

Charges 

  • Free meals and boarding.
  • All parents/guardians to be responsible for their children’s clothings, schooling expenses and pocket money according to actual expenditure.
  • For ward cases of Director of Social Welfare, the Social Welfare Department (SWD) to be responsible for the wards’ clothings, schooling expenses and pocket money according to actual expenditure.

Application of Service

Applications are referred by the SWD or social service units of non-government organisations through SWD Central Referral System for Residential Child Care Service (CRSRC) and Central Referral System for Rehabilitation Services (CRS Rehab).

Termination of Service 

  • Can be initiated by Small Group Home or service users.
  • There should be prior discussions between both parties and together with referring worker on welfare plan.  All parties are required to complete necessary formalities for formal discharge.
