Who are the Children in need of Intercountry Adoption?
  • Those are children below 18 years old who are wards of the Director of Social Welfare of HKSAR and are legally eligible for adoption. Most of them are of older age, having special needs or complicated family background, and have difficulties in finding local adoptive families;
  • Children are referred by the Social Welfare Department. Most of them are receiving care from different children’s homes or foster homes;
  • These children have the same needs as any other children for family life and to thrive in a caring and nurturing environment.
Our Support Services for Applicants/ Adoptive Families
  • To screen and assess applications and conduct home studies of prospective adoptive families in collaboration with our overseas partner agencies;
  • To prepare full child study reports;
  • To match children with suitable adoptive families and make formal proposal through liaison with overseas government bodies or adoption agencies;
  • To prepare and arrange children for joining their overseas adoptive homes;
  • To follow up the progress of departed children until the adoption is finalized;
  • To assist adoptees of intercountry adoption tracing their roots.
Who are likey to be suitable adoption parents?
Eligibility Criteria:
  • at least 25 years old and mature enough to make a life-long commitment to adopting a child;
  • having good physical and mental health without serious illness / disability and are thus able to raise the adopted child till independence;
  • reasonably educated, preferably having completed secondary education;
  • having stable employment and financial sufficiency, and a stable accommodation for bringing up an adopted child;
  • married couples with stable marriage (at least married for 3 years); single applicant should have sufficient child care ability and other support.
Application Procedure
  • Applicants have to undergo a thorough home study to assess their suitability to be adoptive parents. Since prospective adoptive families reside overseas, home study is conducted by an accredited adoptive agency in their countries.
  • Applicants should directly approach the following overseas adoption agencies that have concluded cooperation agreements with us:
  1. Nightlight Christian Adoptions (U.S.A) 
  2. Holt International Children's Services, Inc. (U.S.A)
  3. Children's House International Adoption (U.S.A) 
  4. Intercountry Adoption Australia Service (Australia)
  5. Sunrise Family Services Society (Canada)
Completion of Adoption Process
  • Po Leung Kuk will complete all necessary adoption procedures through collaborative efforts with overseas adoption agency partners, including successful matching of an adoptive child and post adoption services until an adoption order is granted and the applicants require no other service from Po Leung Kuk.
Termination of Service
  • The applicants decide to stop the adoption proceedings after discussing the matter thoroughly with social workers.
  • The applicants are found not suitable for adoption.
